This streamer belonged to General Colin Powell and was awarded for his participation in the Liberation and Defense of Kuwait campaign (1991) during the Gulf War. As Chairman of the Joint Chiefs of Staff, Powell oversaw the U.S. military's response to the Iraqi invasion of Kuwait, including Operation Desert Shield and Operation Desert Storm.
