Document announcing Connecticut's opposition to banning free Blacks

A partially printed, two-page document, from Governor Oliver Wolcott Jr. of Connecticut to Governor John Andrew Shulze of Pennsylvania. In it, Wolcott Jr. and Connecticut Secretary of State Thomas Day inform Shulze that the Connecticut General Assembly has voted to reject a proposed amendment to the Constitution of the United States and asks Shulze to inform the Pennsylvania legislature. The amendment, proposed by the Georgia legislature in 1823, would allow states to refuse entry of free Blacks. Document is signed by Governor Wolcott Jr. and Secretary Day. Document was folded and mailed without separate envelope. Red postage mark reads [Hartford / CT. June / 1.] Red stamp reads [PAID] and [18 3/4] in red ink notes postage paid. Faded embossed Seal of Connecticut appears at top left of second printed page. Document is poor condition and very fragile. At some time in the past it was adhered to a backing paper for stability but now that paper is deteriorating as well. Along the edges of the document are old repairs.
